14 December 2009 – Hotel AFA, Prishtina will be held “Integrated conservation and sustainable development” conference.
Kosova, and the youngest country in Europe, is in a political and state-building transition. Although there is a political and institutional willingness of local institutions, the lack of experience and limited budget, as well as the construction afflux after the war have influenced the destruction and loss of a certain part of cultural heritage budget. In Prishtina, 44% of inventoried buildings have been destroyed during years 2002-2007, while in the historic area of Prizren, more than 60% of houses built after the WWII have been lost.


Background
Cultural heritage and its integration into spatial planning is a constant challenge for all the countries. UNESCO Convention of 1972 is the most important document to promote the integrated conservation as a proactive and sustainable approach to protect the inherited cultural and natural values and to place them in the center of spatial development in the state, city and village level. This approach prevents cultural and natural heritage from being a burden for the society, thus promoting its economical value.

Besides all this, Kosova has a final chance to initiate the application of integrated policies of conservation. Consolidation of institutions and law-making process enables the initiation of a sectoral synergy, especially between spatial planning and cultural heritage. Ministry of Culture, Youth and Sports has engaged experts to prepare the integrated conservation policies and together with the Ministry of Environment and Spatial Planning are now ready to enter a long-lasting cooperation phase to ensure coordination of activities. Other partners are willing and committed to support the process. Cultural Heritage without Borders is about to finalize the research on the inclusion of cultural heritage into spatial planning in municipalities. Also other national and international experts have been engaged to analyze the opportunities of Kosova to apply the integrated conservation approach.

Kosova Cultural Heritage Council has to offer institutional, budgetary and human resources support to promote the document as a priority for implementation.
